Experimental Program to Stimulate Competitive Research

(EPSCoR) in Idaho

Strengthening Idaho by investing in Discovery, Learning, and Research Infrastructure

Idaho's New $15 Million Research Infrastructure Improvement (RII) Award: Water Resources in a Changing Climate

September 12, 2008 - As announced today by Lt. Governor Risch, Idaho EPSCoR has received the largest National Science Foundation grant ever awarded to Idaho. The Idaho NSF EPSCoR Research Infrastructure Improvement (RII) project is a 5-year, $15 million award focused on building research capacity at Idaho's public universities - University of Idaho, Boise State University, and Idaho State University - related to Water Resources in a Changing Climate.

EPSCoR works to expand the scientific literacy of Idaho's citizens. Professor Molly Gribb and colleagues from Boise State University have helped hundreds of children to understand how aquifers work by building miniature representations in clear cups. Children add ice (fractured rock), soda (groundwater), ice cream (confining layer), and chocolate sprinkles (soil), and then watch the water level change as they "pump" from the aquifer using a straw (well). A memorable lesson indeed!

What is EPSCoR?

EPSCoR represents a federal-state partnership to enhance the science and engineering research, education, and technology capabilities of states that traditionally have received smaller amounts of federal R&D funds. Through EPSCoR, participating states are building a high-quality, academic research base that is serving as a backbone of scientific and technological (S&T) enterprise.

Idaho
EPSCoR currently is led by an EPSCoR Committee composed of 18 members with diverse professional backgrounds from both the public and private sectors and from all regions of the state.  The EPSCoR Committee reports to the Governor's Office and receives matching funds via the Higher Education Research Council (HERC).  The Idaho EPSCoR office and the State of Idaho EPSCoR Project Director are located at the University of Idaho, and partner institutions are Boise State University and Idaho State University.

EPSCoR increases the R&D competitiveness of an eligible state by developing and using the S&T resources in its major research institutions (those that grant significant numbers of the state's Ph.D. degrees in science and engineering disciplines) and partner institutions (more information about the S&T environment in Idaho).  EPSCoR achieves this by:

  • Stimulating sustainable S&T infrastructure improvements at the state and institutional levels to increase the ability of EPSCoR researchers to compete for Federal and private sector R&D funding.

  • Accelerating the movement of EPSCoR researchers and institutions into the mainstream of Federal and private sector R&D support.
